IMCS generations

CORDEV was founded to support customers' mission-critical installation telecommunications requirements under Directorates of Information Management (DOIMs) at Army posts. The Army consolidated those post-level services under the Information Management and Communications Services (IMCS) program in 2003. As our customers' requirements expanded and DOIMs were reorganized as Network Enterprise Centers (NECs) under NETCOM, CORDEV expanded its capabilities and expertise to encompass the enterprise IT and telecommunications work it delivers today.

From the start, the company's work sat inside the garrison: sustaining the information and communications infrastructure installation commanders depend on every day. Over nearly four decades, CORDEV has delivered 145 prime contract and task-order awards spanning standalone installation contracts, the IMCS program (I through IV), and adjacent Army work, at 40+ Army installations.

CORDEV's footprint grew one installation at a time through the IMCS program, from IMCS I through IMCS IV. At Aberdeen Proving Ground, Maryland; Fort Benning, Georgia; Fort Bliss, Texas; Fort Campbell, Kentucky; and Fort Dix, New Jersey, our workload expanded as the Army added enterprise IT components to the scope of our task orders. The direction of that growth is worth noticing: it was the customer expanding what CORDEV was asked to do at a site.

A second pattern shows in CORDEV's record: once customers have CORDEV on contract, they tend to want us to stay. Fort Dix, New Jersey is the clearest case. CORDEV held continuous operations and maintenance responsibility at Fort Dix from 1996 through 2024, a 28-year run during which the installation became part of Joint Base McGuire-Dix-Lakehurst (JBMDL) and CORDEV bridged more than five recompetes without a break in service. Across the IMCS program more broadly, CORDEV retained every task order at least once upon recompete. The Fort Dix run ended in 2024 when the U.S. Air Force assumed IT services for JBMDL. That is the record the phrase "stays after the transition" is drawing from.

Proven Delivery Across the Defense Enterprise

CORDEV has delivered more than 145 prime, multi-year IT and telecommunications contracts for over 40 U.S. military installation customers since 1988.

Fort Campbell, KY

Unified ATS and IT services across two task orders and a bridge period, supporting 30,000+ users. Consistently Excellent CPARS ratings across all four categories, 2008 through 2019, paired with Outstanding COR evaluations. Retained 84% of the incumbent workforce across the full period of performance over two task orders.

~$66 M 11 years 60+ FTEs
What you get
A workforce that carries through transition boundaries. At Campbell, the 0200-outage response was handled by people who already knew the topology, the equipment, and the workarounds.

Fort Benning, GA

Installation telecommunications services with added IT support across two consecutive task orders. Consolidated outside plant and inside plant scope previously held on separate contracts, eliminating the interface disputes characteristic of that split. Retained the work through the recompete boundary between the two task orders.

~$45 M 9 years 35+ FTEs
What you get
A contractor that has already run the OSP and ISP consolidation playbook. At Benning, consolidation retired the interface disputes the split-contract model had been producing.

Fort Bliss, TX

Installation telecommunications services across Fort Bliss and White Sands Missile Range, with IT support delivered under the same contract and the same leadership. Operated enterprise IT at the cantonment and Land Mobile Radio O&M at White Sands as a single integrated service, covering tower infrastructure, master controller, subscriber units, and network management. Six-year continuous performance.

~$40 M 6 years 50+ FTEs
What you get
An outage-response posture matched to live-operations impact, not administrative comms. At Bliss, that posture ran the White Sands LMR network for six years.

Full-Spectrum IT & Telecommunications Services

Single contractor covering network engineering, cybersecurity, Help Desk, and unified communications under one program management office.

System Design & Planning

End-to-end design and planning for enterprise telecommunications and IT infrastructure, including voice, data, and video systems, wireless communications, and building and campus networks. Our planning services cover strategic and project planning, systems engineering, legacy system integration, network audits, technology evaluations, and configuration management.

Which means your infrastructure plan accounts for both today's mission load and next year's technology migration, not one at the expense of the other.

Operations & Maintenance

Complete operations and maintenance support for building, campus, and multi-site enterprise environments. We support voice and data networks including SIPRNET and NIPRNET, technical control facility operations, cabling infrastructure, IT hardware and software, wireless systems, and video teleconferencing.

Which means the team responding to your 0200 network outage already knows the topology, the equipment, and the workarounds.

Technical Support & Services

System documentation, trouble reporting and management, circuit provisioning, vendor interfacing, product evaluations, customer billing services, call center support, and engineer, furnish and install services. We provide both in-house expertise and flexible resource augmentation to support evolving client requirements.

Which means trouble tickets resolve faster because the support team has direct access to the engineers who maintain the systems.

Cable Installation

Complete cabling infrastructure from buried to aerial, copper to fiber. Services include structured building cable systems, fiber installation and testing, splicing and termination, copper cabling up to 3,600 pair, telephone pole installation, aerial and underground cable pulls, custom equipment racks, tower installation, and full labeling, testing, and documentation.

Which means your outside plant and inside plant are installed by the same team, so there's no gap in accountability at the building entry point.

Systems Installation

Deployment of voice and data switching systems, local area network equipment, PC hardware and software, voice messaging systems, video teleconferencing equipment, secure telephone systems, and data and voice system retrofits and upgrades.

Which means upgrades and retrofits cause minimal disruption because the installation team already understands the existing system architecture.

Wireless Communications

Enterprise-wide wireless planning, integration, and administration including cellular systems, wireless LAN equipment, land mobile radio, broadband radio service, and basic exchange telephone radio service. Services include site surveys, installation and maintenance, annual maintenance schedules, and full vendor and manufacturer interfacing.

Which means your wireless infrastructure keeps pace with new devices and standards because the team managing it today is the same team that will upgrade it tomorrow.
