Who We Are

CORDEV's internal organization has been structured  to best enable Headquarters and field personnel to be responsive to our clients. Our leadership team is comprised of:

Daniel J. Bussiere

President and Chief Operating Officer

As President and Chief Operating Officer, Mr. Bussiere provides executive management and leadership for CORDEV’s business development, customer relations, communications, employee development and recruiting.

Mr. Bussiere has over 40 years of government service, including 23 years as an active duty United States Air Force veteran,  as well as, a United States Army Civil Service (GS) government employee and most recently in various positions as a government contractor.  During that period, he served in several senior level management positions including contract management as a United States Air Force Contracting Officer Representative (COR), CORDEV Program Manager, CORDEV Director of Operations and as a Site Manager in multiple CORDEV task order locations.

Mr. Bussiere is certified as a Defense Central Office switch technician on multiple platforms.  He is also a member of the Electronics Technician Association. 

Bob Powell

Program Manager/Director of Quality and Safety

As Program Manager, Mr. Powell supervises our Site Managers in the development and implementation of standard operating procedures to provide every CORDEV customer with unparalleled quality service.  He is responsible for ensuring CORDEV Site Managers have all required resources to achieve their mission.  As the Director of Quality and Safety, he ensures that our operations comply with the myriad of policies that are encountered in our contracts in the IMCS III environment.  He creates safety policy for our company and provides guidance to our employees, supervisors and managers. Mr. Powell is also our Corporate Fleet Manager.


Mr. Powell has 13 years’ of experience in project management, site management and material management. Prior to being Program Manager, Mr. Powell was CORDEV’s Site Manager at Aberdeen Proving Ground. Mr. Powell served 11 years in the United States Army, and retired in 1997.

Glenda Brenner

Controller

Mrs. Brenner is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants.  She has been with CORDEV since December, 1991, and has extensive accounting experience, having worked for both CPA firms and private companies.

 

Prior to joining CORDEV, Mrs. Brenner was Assistant Controller at William Hazel, Inc.  She interfaced with external auditors and reviewed/prepared audit schedules, managed the general ledger and accounts payable departments, reviewed recording of various transactions, and assisted in cash-flow management decisions.

 

Prior to William Haxel, Mrs. Brenner was Senior Accountant for Thompson, Greenson & Co., P.C., Certified Public Accountants.  She was the Accountant in charge for various audited, reviewed and compiled financial statements, and corporate and partnership income tax returns.  Prior to that position she was a Staff Auditor for Stanton, Minter, and Bruner, Certified Public Accountants.  She prepared audited and un-audited financial statements as well as personal and corporate income tax returns.

 

Mrs. Brenner is a graduate of Andrews University with a B.S. in Business Administration with accounting emphasis.

Rebecca Davis

Business Development Manager/Facility Security Officer

As CORDEV’s  Resource Manager, Ms. Davis is responsible for managing our accounts receivable, accounts payable and supervision of our Human Resources Department.  As our Facility Security Officer, she provides management and guidance of our overall company security program and policy.   

 

Prior to joining CORDEV, she served as a Program Manager for a temporary services contract at the Uniformed Services University in Bethesda.  She also has seven years’ experience handling payroll, benefits administration, and employee relations for Corbin Company, a professional services firm in Alexandria, which was acquired by Fulcrum IT in 2013.  After beginning her career as a legislative assistant to a Member of Congress from California, Ms. Davis pivoted to the world of court reporting, where she served federal advisory committees at agencies such as the Nuclear Regulatory Commission and the National Institutes of Health predominantly, but also covered depositions, court cases, and congressional hearings.

 

Ms. Davis was an Echols Scholar at the University of Virginia and obtained a B.A. in Classics.

Matthew Young

Director of Engineering and Information Technology, Assistant Facility Security Officer

As Director of Engineering and Information Technology, Mr. Young maintains the CORDEV IT infrastructure, SharePoint portals, and manages the Information Technology portions of contracts. He has responsibility for CORDEV’s payroll, websites, compliance, and proposal development.  He has over 20 years of experience in systems design and integration, project and program management, systems administration, and software development.

 

Mr. Young comes from a varied background of systems design and integration, software architecture and development, CMS system development, ISO-9001:2000 Quality Assurance certification, and achieving an assessment of  SEI-CMM Level III for ManTech Test Systems.

 

Mr. Young holds a Bachelor of Science in Electrical Engineering from Virginia Tech.

Delailah Negandhi

Human Resource Generalist

Delailah Negandhi has taken on our Human Resources Generalist hat. Trained and educated in Human Resource Management, she has gained hands-on experience through her internship through Northern Virginia Family Services and was nominated for the Presidential Award for her excellent work. Prior to joining CORDEV, Inc., she worked at Shiv Sai LLC an accounting firm and the Association for Talent Development (ASTD) as their HR Generalist/ Specialist respectively.  Her areas of expertise are employee relations, workforce planning, talent management, compliance and benefits administration.

She holds two Bachelors degrees in Sociology from Marymount University, Arlington VA, and another from Mumbai University, India, and a Masters in Public Administration with concentration in Human Resources Management. She is an active member of the Society of Human Resources Management (SHRM).
